Ashland County-West Holmes Career Center House Bill 264 Phase II

In July of 2007, Ashland County-West Holmes Career Center (ACWHCC) began a second phase to the Energy Conservation Program (House Bill 264) which was originally opened in 2005. As prescribed by House Bill 264 guidelines, the Ohio School Facilities Commissin (OSFC) allows districts to re-open completed projects and use the excess savings to fund additional energy conservation projects. When the second phase began, the projected annual energy savings for both phases combined was $70,546. One year after the completion of phase two, the actual annual energy savings totaled $125,809, exceeding the original estimate by $55,263. With energy consumption at 59,800 btu/sq. ft./year the building earns an ENERGY STAR® Rating of 71 by EPA guidelines. This is a tremendous improvement from the ENERGY STAR Rating of 15 prior to the start of the initial project.

Phase Two of the project included energy conservation measures of a complete lighting retrofit, installation of a second high-efficiency boiler, replacement of the domestic hot water system, replacement of the existing one-pipe heating system with a two-pipe heating system, the addition of VAV reheat coils on many cooling only VAV boxes, and an upgrade of the heaters in the shop areas. By implementing Phase Two to the original House Bill 264, the district was able to fund the project by using the excess energy savings from Phase One. No additional taxpayer funds were needed.

ACWHCC now has a significantly smaller carbon footprint. With the improvements made through both phases the environmental impact is equivalent to taking 78.94 cars off the road.
